This facility was supposed to be part of a massive power generator for a series of skyscrapers, however due to constraints of time and money the skyscrapers were never completed, neither was the power generator. Of the remaining structure that resided beneath the shadows of uncompleted skyscrapers seemed to be perfect for a death match arena which over the time has been known to tournament fighters as the 'Pain Killer' due to its unique design that allows one to find their foe and ease their pain of immanent defeat.
